Appropriates $4,141,221.00 from the State General Fund to the State Personnel Board for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 56 permanent full-time positions and 4 permanent part-time positions for the State Personnel Board.

Requires the State Personnel Board to ensure Fiscal Year 2020 "Personal Services" funds do not exceed Fiscal Year 2019 levels unless new programs or positions are added by the Legislature.

Prohibits general funds from replacing withdrawn federal or special funds previously used for salaries, and restricts use of funds in violation of IRS Publication 15-A regarding contract employee income reporting.

Gives preference to Mississippi Industries for the Blind when purchasing commodities or equipment with equal bids regarding price, quality, and service.
