Appropriates $13,398,769.00 from the State General Fund to the Office of the Secretary of State for fiscal year 2019 (July 1, 2018 - June 30, 2019).

Authorizes 98 permanent full-time positions and 13 time-limited full-time positions for the agency.

Establishes performance targets for fiscal year 2019 including 92% phone call answer rate, 11 million website visits, and 500 tax-forfeited properties sold.

Appropriates additional funds for specific purposes: $1,750,000 from Land Records Maintenance Fund for local government tax distributions, $1,500,000 from Elections Support Fund for voting equipment, and $210,000 for matching funds for a statewide voting administration program.

Authorizes transfer of up to $10,000,000 from the Public Trust Tidelands Fund to the Mississippi Department of Marine Resources.
