Appropriates $5,487,833.00 to the State Treasurer's Office for fiscal year 2019 (July 1, 2018 - June 30, 2019) from special funds collected or available to the office.

Authorizes 42 permanent full-time positions for the State Treasurer's Office with restrictions on salary increases for fiscal year 2020 unless new programs or positions are added by the Legislature.

Appropriates $35,000,000.00 from the Mississippi Prepaid Affordable College Tuition Trust Fund for prepaid tuition contract payments, with authority to use up to $1,000,000.00 from available program funds.

Appropriates $150,000.00 from the Education Improvement Trust Fund No. 3219 for investment purposes.

Allocates the $5,487,833.00 base appropriation among three program budgets: Mississippi Prepaid Affordable College Tuition program ($1,816,221.00), Mississippi Affordable College Savings program ($175,245.00), and Treasury Office Support programs ($3,496,367.00).
