Authorizes issuance of state general obligation bonds totaling up to $6,000,000 to assist Mississippi's Toughest Kids Foundation with construction costs at Camp Kamassa in Copiah County.

Limits bond issuance to $2,000,000 per fiscal year and prohibits issuance after July 1, 2022.

Creates a special "2018 Camp Kamassa Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for design, construction, furnishing, and infrastructure development at the camp.

Bonds are general obligations of Mississippi with full faith and credit pledged; bonds mature within 25 years and are exempt from state taxation.

State Bond Commission acts as issuing agent and may sell bonds through sealed bids or negotiated sale; any remaining funds after project completion shall be applied to bond debt service.
