Creates a special fund in the State Treasury called the "Law Enforcement Officer Bulletproof Vest Grant Fund" to be administered by the Department of Public Safety.

Makes fund money available to local law enforcement agencies as matching funds for federal grants to purchase bulletproof vests, limited to agencies with a bulletproof vest policy in place.

Authorizes issuance of state general obligation bonds up to $500,000 to fund the grant program, with bonds not to be issued after July 1, 2022.

Requires unused bond proceeds not spent within four years to be reported to the State Bond Commission by the Department of Finance and Administration.

Bonds issued are general obligations of the State of Mississippi backed by the full faith and credit of the state, with principal and interest payable by the State Treasurer from unappropriated funds if necessary.
