Authorizes the issuance of state general obligation bonds not to exceed $500,000 to furnish, equip, repair, and renovate the Northside High School building in West Point, Mississippi.

Creates a special fund designated the "2018 Northside High School Building Repair and Renovation Fund" within the State Treasury, separate from the General Fund, with interest earnings retained in the fund.

Grants the State Bond Commission authority to determine bond terms including maturity (not exceeding 25 years), interest rates, and sale methods, and authorizes the Department of Finance and Administration to disburse funds for project costs.

Pledges the full faith and credit of the State of Mississippi for bond repayment, with any shortfall in appropriated funds to be paid by the State Treasurer from unappropriated state funds.

Makes bonds exempt from state taxation and designates them as legal investments for trustees, fiduciaries, and financial institutions in Mississippi.
