Authorizes the governing authorities of Oxford, Mississippi to permit golf cart operation on public roads and streets within designated residential neighborhoods.

Prohibits golf cart use in nonresidential areas, urban interstate highways, urban freeways and expressways, urban principal arterial streets, urban minor arterial streets, and Mississippi or U.S. Highways.

Requires golf cart operators to possess a valid driver's license or temporary driver's license and proof of financial responsibility as defined in Mississippi Code Section 63-15-1 et seq.

Defines a golf cart as a motor vehicle manufactured for golf course use that cannot exceed 20 miles per hour and is equipped with a parking brake.

Allows the city to record authorizations in its minutes and revoke them in whole or in part at any time.
