Authorizes the Boards of Supervisors of Pike, Amite, Walthall and Franklin Counties, the City of McComb, Wilkinson County Industrial Development Authority, and Pike County Economic Development District to establish the Scenic Rivers Development Alliance (SRDA) for industrial, commercial, and recreational development.

Grants SRDA authority to acquire, develop, and operate industrial parks, recreational facilities, and natural resource projects; construct infrastructure including roads, railroads, utilities, and pollution control facilities; and issue bonds for development projects.

Allows SRDA to sell, lease, or exchange industrial sites and facilities to public or private entities; employ professional staff; fix fees for facility use; and accept gifts and donations placed in the Scenic Rivers Development Alliance Economic Development Fund.

Establishes governance through appointment of up to two trustees per participating county or municipality plus two at-large trustees, with officers required to post $50,000 bonds; permits municipal and private economic development groups to contribute funds and appoint trustees through contract.

Designates SRDA as a political subdivision subject to state audit and Mississippi Torts Claim Act; allows SRDA employees to participate in the Public Employees' Retirement System under an approved plan.
