Authorizes the Town of Sumrall's governing authorities to allow golf carts to operate on public roads and streets within residential neighborhoods and other designated areas by ordinance.

Defines a golf cart as a motor vehicle manufactured for golf courses with a maximum speed of 25 miles per hour and equipped with safety equipment meeting federal standards (49 CFR Section 571.500).

Requires golf cart operators to possess a valid driver's license and proof of financial responsibility as required under Mississippi Code Section 63-15-1 et seq.

Prohibits golf cart operation on state-maintained highways except for crossing at the shortest distance, and requires drivers to use outside lanes on multilane streets.

Establishes a registration system requiring golf carts to display a registration decal on the left rear fender, with annual renewal and reasonable administrative fees deposited into the municipal general fund.
