Authorizes the issuance of state general obligation bonds up to $7,500,000 to construct, furnish, and equip the Unknown Child Holocaust Memorial and related facilities in Horn Lake, Mississippi.

Creates a special "2018 Unknown Child Holocaust Memorial Fund" within the State Treasury to receive bond proceeds and any interest earnings, with funds disbursed by the Department of Finance and Administration.

Bonds may be issued at any time until July 1, 2022, with a maturity period not to exceed 25 years, bearing interest at rates set by the State Bond Commission.

Pledges the full faith and credit of Mississippi to back the bonds; if appropriated funds are insufficient, the State Treasurer shall pay any deficiency from unappropriated state funds.

Bond proceeds are exempt from state taxation and may be used only for the memorial project and costs incident to the bond issuance and sale.
