Authorizes the State Bond Commission to issue up to $20,000,000 in general obligation bonds to fund construction, furnishing, and equipping of the Mississippi River Museum in Greenville.

Creates a special "2018 Mississippi River Museum Construction Fund" within the State Treasury to receive bond proceeds and disburse funds for project costs.

Bonds may be issued at one time or in installments with maturities up to 25 years and interest rates within statutory limits, with a deadline of July 1, 2022 for bond issuance.

Pledges the full faith and credit of the State of Mississippi to secure the bonds, with any funding shortfalls to be covered by the State Treasurer from general treasury funds.

Bonds and their income are exempt from Mississippi state taxation and become legal investments for trustees, fiduciaries, banks, and insurance companies.
