Authorizes the City of Fulton, Mississippi to construct, expand, operate and maintain its water system up to 15 miles outside the city's corporate limits.

Limits rates charged to customers outside corporate limits to no more than twice the rate charged to customers within the city for the same service.

Does not exempt the city from obtaining a Certificate of Public Convenience and Necessity or from Public Service Commission regulation of rates under Mississippi Code Section 77-3-1 et seq.

Takes effect upon passage.
