Authorizes the Board of Aldermen of Ocean Springs, Mississippi to designate specific public roads and streets where golf carts and low-speed vehicles may be operated through city ordinance.

Defines golf carts as vehicles not exceeding 25 mph equipped with parking brake, head lamps, tail lamps, seat belts, and turn signals; defines low-speed vehicles as four-wheeled vehicles with top speeds between 20-25 mph meeting federal safety standards (49 CFR Section 571.500).

Requires operators to possess a valid driver's license or temporary driver's permit and proof of financial responsibility under Mississippi Code Section 63-15-1 et seq.

Prohibits operation on interstate highways and highways designated in the city's comprehensive plan except to cross them via shortest distance; requires operation in outside lanes on multilane streets when applicable.

Permits the city to establish registration requirements for golf carts and low-speed vehicles through ordinance with costs to be determined by the governing authorities.
