Mississippi applies to Congress under Article V of the U.S. Constitution to call a convention limited to proposing a federal balanced budget amendment requiring that federal outlays not exceed estimated revenues in non-emergency years.

The application aggregates with previously submitted balanced budget applications from 26 other states (Alabama, Alaska, Arkansas, Colorado, Florida, Georgia, Indiana, Iowa, Kansas, Louisiana, Maryland, Michigan, Missouri, Nebraska, Nevada, New Hampshire, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, South Dakota, Tennessee, Texas, Utah, and West Virginia) toward reaching the two-thirds state threshold needed to trigger a convention.

The convention shall be strictly limited to proposing an amendment requiring that increases in federal debt receive approval from a majority of state legislatures, and may not address any other subject.

This application continues indefinitely under Article V until at least two-thirds of state legislatures have submitted equivalent applications for a balanced budget amendment convention.

The Secretary of State must transmit a certified copy of this resolution to the President of the U.S. Senate, Speaker of the House, Mississippi's congressional delegation, and presiding officers of all state legislatures.
