Notes that 41 of 50 states have single-subject provisions in their state constitutions, and Mississippi has this requirement for constitutional amendments.

Claims a single-subject amendment would limit pork barrel spending, reduce legislative riders and omnibus bills, and increase congressional accountability and transparency.

Includes a self-revoking clause that nullifies the resolution if used to call a convention for any purpose other than the single-subject requirement.

Serves as a continuing application under Article V until at least two-thirds of state legislatures submit applications on the same subject.
