Commends Clark's career of public service, including 12+ years as an Assistant Attorney General and Deputy Attorney General under Attorney General Mike Moore, where he headed the Opinions section and represented multiple state agencies.

Recognizes Clark's significant legal work in education and county government, including cases that led to important 1978 legislation protecting sixteenth section trust lands from abuse.

Honors Clark's mentorship of hundreds of young attorneys and his commitment to professional standards including ethics, integrity, and civility throughout his legal career.

Directs that the resolution be presented to Clark's surviving family, forwarded to the Attorney General, and made available to the Capitol Press Corps.
