Proposes amending Section 203 of the Mississippi Constitution to transfer all powers and duties of the State Board of Education to the Governor effective January 1, 2019.

Eliminates the nine-member State Board of Education structure and replaces it with direct gubernatorial authority over school fund management and public school operations.

Governor shall manage and invest school funds according to law and perform duties as prescribed by law relating to management and operation of public schools for implementation by the State Department of Education.

Proposes submission of the amendment to qualified electors at the election on the first Tuesday after the first Monday of November 2018.
