Proposes a constitutional amendment to establish standards for drawing Mississippi Congressional districts, to be submitted to voters on November 6, 2018.

Prohibits Congressional districts from being drawn with intent to favor or disfavor any political party or incumbent, and prohibits intent or result of denying racial or language minorities equal opportunity to participate in the political process.

Requires districts to consist of contiguous territory and, unless conflicting with other standards or federal law, to be as equal in population as practicable, compact, and utilize existing political and geographical boundaries where feasible.

Specifies that the order of standards listed does not establish priority of one standard over another within the same subsection.

Establishes ballot language explaining the amendment would require Congressional district plans to avoid partisan advantage, protect minority voting rights, ensure contiguity, and promote compactness and use of existing boundaries.
