Requires submission of the proposed amendment to qualified electors at the election held on the first Tuesday after the first Monday of November 2019.

Ballot explanation will state that the amendment "deletes the provision which limits the Board of Trustees of State Institutions of Higher Learning to approving employment contracts for instructors, faculty and administrative staff for a term not exceeding four years."
