Mississippi Legislature applies to Congress under Article V of the U.S. Constitution to call a Convention of States limited to proposing amendments regarding fiscal restraints on federal government, federal power and jurisdiction limits, and term limits for federal officials and Congress members.

Convention of States application constitutes a continuing application until legislatures of at least two-thirds of states submit applications on the same subject.

Congress's role is limited to ministerial duty of calling the convention at a reasonable time and place; Congress cannot determine convention rules, set delegate numbers, or name delegates, which remain under state legislature authority.

Convention voting shall be based on one state, one vote, and the convention is explicitly prohibited from considering any amendments to the Bill of Rights.

Mississippi delegates are instructed not to support congressional term limits, and the state legislature retains authority to provide further instructions to delegates and recall them for breach of duty.
