Amends Joint Rule No. 40 to restrict introduction and consideration of general bills (other than revenue bills) to regular legislative sessions occurring in odd-numbered years.

General bills requiring only a majority vote for passage may not be requested, introduced, or considered during regular sessions in even-numbered years.

Revenue bills and bills modifying tax provisions, borrowing authority, bond issuance, fees, or license requirements remain exempt from the odd-year limitation.

Revenue bills, conference reports on revenue bills, and amendments to revenue bills require a three-fifths vote (3/5) of members present and voting in both chambers for passage.

Establishes detailed legislative processing deadlines and timetables for 90-day and extended sessions, with conference reports required to be filed by 8:00 p.m. on specified deadlines.
