Recognizes the Jackson State University National Alumni Association Hilliard L. Lackey Scholars, a group of 23 ninth-grade honors students from Palmer High School in Marks, Mississippi, adopted in August 2014 by Dr. Hilliard L. Lackey and Mrs. Lillian Troupe Lackey.

Documents the scholars' achievements including community service, earning college scholarships, obtaining all school-wide leadership positions in their senior year, and participation in military training and precollege programs at major universities.

Notes that 21 of the original 23 scholars will graduate on May 26, 2018, with three to four eligible for Valedictorian or Salutatorian honors in the 80-member graduating class.

Honors their teacher sponsor Mrs. Cheryl Orange Conley, who was named Quitman County School District Teacher of the Year for 2016-2017.

Directs that this resolution be presented to the Lackey Scholars and their sponsors, forwarded to the Quitman County Board of Education, and provided to the Capitol Press Corps.
