Expresses legislative opposition to enactment or enforcement of state law meeting requirements of 23 USCS Section 159, which mandates revocation or suspension of driver's licenses for six months upon drug offense conviction regardless of relation to vehicle operation.

Identifies that mandatory license suspension for drug offenses imposes significant societal and economic hardships on Mississippi citizens and constitutes excessive punishment when unrelated to the underlying criminal offense.

Allows the Governor to submit written certification of legislative opposition to the U.S. Secretary of Transportation to prevent withholding of federal highway funding under 23 USCS Section 159.

Directs the resolution be forwarded to the Governor for submission to the U.S. Secretary of Transportation and made available to Capitol Press Corps members.
