Creates the Mississippi Workforce Development Study Committee with 13 members including the State Superintendent of Public Education, representatives from community colleges, manufacturers, workforce boards, and legislative committee chairs from both chambers.

Charges the committee with reviewing K-12 workforce development curriculum, determining if it meets Mississippi's workforce needs, and developing recommendations for a state workforce development curriculum.

Committee is authorized to request testimony from school officials, community college and university officials, business people, and others involved in workforce development; may appoint subcommittees as needed.

Requires the committee to submit findings and recommendations to the Legislature and Governor no later than November 30, 2019, after which the committee is dissolved.

Mandates that school districts, community colleges, higher education institutions, and businesses throughout the state cooperate with the study committee.
