Expands the purpose of electric power associations to allow them to provide broadband services as a secondary purpose alongside their primary purpose of providing electric energy.

Permits easements owned, held, or used by electric power associations for their primary electric purpose to also be used for broadband service purposes.

Amends the definition of "system" to include broadband services and updates related definitions of "services" to encompass broadband services throughout the statute.

Authorizes electric power associations to make contracts for the purchase, transfer, or sale of broadband services and to acquire, sell, lease, and distribute broadband service equipment and apparatus.

Takes effect July 1, 2019.
