Establishes a statewide registration program for hemodialysis technicians administered by the State Board of Health, replacing previous certification by the Board of Nursing.

Authorizes the State Board of Health to register qualified technicians, maintain a register of all registered technicians, and adopt rules and regulations governing their registration and practice.

Requires applicants to submit an application and registration fee (to be determined by the board) to the State Department of Health.

Permits hemodialysis technicians to administer hemodialysis under the authority of a licensed registered nurse, who may delegate tasks based on the technician's education, knowledge, training, and skills.

Allows hemodialysis technicians in recognized training programs to work before obtaining national certification, but requires certification within 18 months of hire with proof provided to the department.

Repeals Section 73-15-101 of the Mississippi Code, which previously provided for Board of Nursing certification of hemodialysis technicians, effective July 1, 2019.
