Allows any licensed Mississippi attorney to observe youth court hearings if they sign an oath of confidentiality prepared by the Mississippi Judicial College, with exceptions for attorneys representing parties or having direct interest in the case.

Requires youth court clerks to maintain files containing signatures of all persons signing the confidentiality oath and allows courts to impose sanctions including contempt for violations.

Mandates that a complete stenographic record be taken in all youth court hearings.

Requires each Mississippi youth court to provide cumulative, nonidentifying monthly data to the Administrative Office of Courts including pending cases, adjudications, detentions, charges, abuse/neglect cases, and children removed from custody.

Makes the Administrative Office of Courts responsible for compiling monthly youth court reports and making them available to the public on their website.
