Requires school superintendents to report unlawful activity on educational property or during school-related activities to both local law enforcement and the State Department of Education, not just law enforcement.

Mandates reports of student arrests to the State Department of Education in addition to school superintendents, with copies sent within one week of arrest, dismissal, or trial outcome.

Requires the State Superintendent to gather arrest reports annually and submit disaggregated data by race, ethnicity, gender, school, offense, and law enforcement agency to the Governor and Legislature by January 1 each year.

Adds "brutal treatment or abuse of vulnerable students or exceptional children by another student or school employee" to the list of unlawful activities that must be reported to law enforcement and the State Department of Education.

Takes effect July 1, 2019.
