Reenacts multiple sections of Mississippi's workforce development, employment security, and related laws originally enacted in 2004, consolidating various statutes governing employment services, unemployment compensation, and workforce training programs.

Extends the repealer date for these reenacted statutes from July 1, 2019, to July 1, 2022, ensuring continuation of the Mississippi Comprehensive Workforce Training and Education Consolidation Act and related employment security programs.

Establishes the Mississippi Department of Employment Security in the Office of the Governor as administrator of workforce programs, including the State Employment Service, unemployment compensation system, and Workforce Investment Act programs.

Creates the Mississippi State Workforce Investment Board with 41 voting members and prescribes its duties to develop integrated statewide workforce development systems, coordinate training programs, and establish performance metrics.

Maintains administrative structures for unemployment benefits, employment security fund management, child support enforcement, and temporary assistance for needy families (TANF) programs under existing state agencies.
