• Reenacts multiple sections of Mississippi's employment security and workforce development laws, establishing the Mississippi Department of Employment Security within the Office of the Governor with powers previously held by the Employment Security Commission.

• Maintains the Mississippi State Workforce Investment Board with 41 voting members (majority from business/industry) to oversee statewide workforce development, local workforce investment areas, and coordination of training programs.

• Establishes workforce development centers affiliated with community colleges to provide assessment, training, and placement services for individuals needing retraining and skill development.
