Allows grandparents to petition for visitation rights with grandchildren in chancery court if they have established a "viable relationship" and the parent unreasonably denied visitation.

Defines "viable relationship" as: financial support for at least 6 months, frequent visitation including overnight visits for at least 1 year, or significant caregiving during parent's incarceration or military duty.

Requires grandparents' petitions to be filed in the county where a custody order exists, or where the child resides if no custody order has been entered.

Upon showing of financial hardship by parents, the court may order grandparents to pay the parents' reasonable attorney's fees and court costs at any time, including before hearing and regardless of petition outcome.

Effective date: July 1, 2019.
