Amends Mississippi Code sections 93-9-7, 93-9-11, and 93-11-65 to limit financial liability of fathers of children born out of wedlock to begin only on the date paternity is proven.

Restricts past support obligations for out-of-wedlock children to be calculated only from the date paternity is established, rather than from one year before the action commences.

Applies the paternity-proven limitation to both general child support liability and noncustodial parent liabilities in chancery court proceedings.

Takes effect July 1, 2019.
