Mandates that all jail dockets kept by county sheriffs comply with uniform reporting standards and definitions established by the Administrative Office of Courts to promote transparency and clarity.

Creates a five-member advisory committee on jail census data collection to research standards used in other states and recommend best practices for implementing the centralized database, with a report due to the Legislature by December 1, 2019.

Specifies that the centralized database must capture data including individuals detained for new offenses, those pending trial, revocation of supervision cases, average sentence lengths by offense type, and average length of stay metrics.

Effective date is July 1, 2019.
