Allows pupils whose parent is transferred or pending transfer to a military installation within Mississippi while on active military duty to comply with school district residency requirements.

Requires school districts to accept applications by electronic means for enrollment and course registration for pupils with parents on military orders.

Parents must provide proof of residence in the school district within 10 days after the published arrival date on official military documentation.

Permits parents to use temporary on-base billeting facilities, purchased or leased homes, or federal government/public-private venture off-base military housing as proof of residence addresses.

Amends Section 37-15-29 of Mississippi Code to add this exception to existing residency requirements and takes effect July 1, 2019.
