Changes the definition of "deficient bridge" from a sufficiency rating of 50 or less to a National Bridge Inspection Standards condition rating of "fair or less" for eligibility in the Local System Bridge Replacement and Rehabilitation Program.

Requires counties and municipalities to perform National Bridge Inspection Standard (NBIS) compliant inspections and maintain bridges replaced or repaired under the program.

Makes counties ineligible for program participation if they fail to provide NBIS compliant inspections or proper maintenance within 60 days of written notice from the State Aid Engineer.

Allocates funds to counties based 50% on the proportion of deficient bridges in the county and 50% on the proportion of local system road miles in the county.

Allows counties with all deficient bridges already replaced or under contract to expend remaining funds for drainage-related structures, State Aid Road System bridges, or road repairs upon board approval and State Aid Engineer authorization.
