Requires Medicaid providers to submit all claims no later than twelve months from the date of service.

Authorizes the Division of Medicaid to annually evaluate and adjust reimbursement rates for Medicare crossover claims for inpatient hospital services and Medicare Part B claims to improve access, quality, or reduce costs.

Permits the Division of Medicaid to expend state general funds on home- and community-based services to prevent institutionalization or transition individuals from institutions to non-institutional settings, provided costs do not exceed nursing facility service costs.

Authorizes the Division of Medicaid to apply to the Centers for Medicare and Medicaid Services for waivers, research grants, and demonstration grants to improve access to care, quality of care, health outcomes, or reduce healthcare costs.

Takes effect July 1, 2019.
