Extends the deadline for the Department of Revenue to approve rebate applications under the Mississippi Motion Picture Incentive Act from July 1, 2017 to July 1, 2024.

Motion picture production companies expending at least $50,000 in base investment, payroll, and/or fringes in Mississippi are eligible for rebates of up to 25% of base investment.

Additional rebates available: 25% of payroll and fringes for non-resident employees, 30% for resident employees, and 5% additional for honorably discharged veterans, with a $5 million per-employee cap.

Total rebates per motion picture project capped at $10 million and total rebates per fiscal year capped at $20 million.

Brings forward Section 57-89-3 defining key terms including "base investment," "employee," "motion picture," "payroll," "fringes," and "resident" for purposes of possible amendment.
