Reenacts the Small Business and Grocer Investment Act (Sections 57-10-701 through 57-10-709) to provide grants and loans for healthy food retailers in underserved Mississippi communities.

Authorizes the Mississippi Development Authority to establish a program providing technical assistance and funding for projects including new construction, store renovations, farmers' markets, and mobile markets that increase access to fresh produce.

Eligible applicants must demonstrate commitment to selling fresh fruits and vegetables, benefit underserved communities in Tier Two or Tier Three counties, and avoid directly competing with existing food retailers.

Funding may be used for site acquisition, construction, equipment, workforce training, predevelopment costs, and working capital, with no direct state funds provided to retailers but state funds available for agency administrative duties.

Extends the repealer date of the act from July 1, 2019 to July 1, 2022, and requires the agency to submit annual reports to the Legislature on funded projects and outcome data.
