Amends sections 11-45-11 and 15-1-51 of the Mississippi Code to limit the state's rights in claims arising from assignment or subrogation agreements.

Provides that when the state asserts a claim based on an assignment or subrogation agreement, it acquires no rights greater than the original assignor or subrogor possessed.

Makes the state subject to all defenses that would be available to the defendant if the claim had been brought directly by the original assignor or subrogor.

Applies these limitations to claims asserted by the state and its agents against individuals or entities in assignment or subrogation cases.

Takes effect July 1, 2019.
