Extends the automatic repeal dates for Sections 43-1-1, 43-1-2, 43-1-3, 43-1-5, and 43-27-20 of the Mississippi Code from July 1, 2019 to July 1, 2023.

These sections establish the Mississippi Department of Human Services structure, including the Executive Director position, organizational offices, and oversight committee composition.

Clarifies that the department cannot privatize or contract out operations of offices, bureaus, or divisions without specific legislative authorization, with limited exceptions for existing contracts.

Requires the Department of Human Services to submit detailed annual reports to the Governor and Legislature on recipient numbers, payments, applications, expenditures, and operational details.

Takes effect July 1, 2019.
