Deletes the automatic repealer (scheduled for July 1, 2020) on the Critical Needs Teacher Forgivable Loan Program, making it permanent rather than expiring.

Removes automatic repealers on provisions of the Mississippi Critical Teacher Shortage Act of 1998, including programs for teacher relocation reimbursement, interview expense reimbursement, and university-assisted teacher recruitment and retention grants.

Modifies the Mississippi Employer-Assisted Housing Teacher Program to be administered in conjunction with "any conforming loan" rather than specifically with the Federal National Mortgage Association (Fannie Mae).

Maintains all existing teacher recruitment and retention programs focused on addressing critical teacher shortages in designated geographical areas and subject areas of Mississippi's public schools.
