Authorizes issuance of up to $12,500,000 in state general obligation bonds to fund construction, furnishing, and equipping of the Mississippi Center for Medically Fragile Children at state-owned property in Jackson, Mississippi.

Establishes the "2019 Mississippi Center for Medically Fragile Children Construction Fund" as a separate fund within the State Treasury to receive bond proceeds and disburse funds for project costs under direction of the Department of Finance and Administration.

Bonds may be issued at any time through July 1, 2023, with maturity dates not exceeding 25 years and interest rates subject to state law limits, with the State Bond Commission serving as issuing agent.

Pledges the full faith and credit of the State of Mississippi to guarantee bond payments, with any shortfall to be paid from the State Treasury; bonds are tax-exempt and qualify as legal investments for trustees and fiduciaries.

Names the facility the Alyce G. Clarke Center for Medically Fragile Children.
