Amends Section 61-3-3 of the Mississippi Code to revise the definition of "airport" to include areas for "direct airport compatible development" in addition to existing appurtenant areas.

Brings forward Section 61-3-21 which authorizes airport authorities to enter contracts, leases, and other arrangements for terms up to 50 years with persons for commercial use and services at airports and air navigation facilities.

Allows airport authorities to establish reasonable and uniform charges, rentals, and fees for privileges and services while ensuring the public retains equal and uniform use of the airport.

Provides that structures, improvements, and facilities erected in connection with airport contracts or leases are exempt from state, county, and municipal ad valorem taxes on real and personal property.

Takes effect July 1, 2019.
