Authorizes homeschooled students in legitimate home instruction programs to participate in athletic and extracurricular activities available in their local school district upon parental request for registration.

Requires homeschooled students and their parents to adhere to the same rules, regulations, and requirements as full-time public school students participating in these activities.

Prohibits local school boards from imposing any requirements on homeschooled students auditioning for or participating in extracurricular activities that are not imposed on full-time public school students.

Authorizes the State Board of Education to promulgate rules and regulations to promote consistency of policies across local school boards regarding homeschooled student participation.

Makes participation voluntary and does not require homeschooled students to register with a school district for athletic and extracurricular activity purposes; effective July 1, 2019.
