Creates Section 83-9-6.5 of Mississippi Code requiring insurers offering health benefit plans to disclose to enrollees and prospective enrollees that they may be subject to excess cost sharing for covered prescription drugs through evidence of coverage materials, formularies, and marketing materials.

Defines "excess cost sharing" as deductible payments, copayments, or coinsurance amounts charged to enrollees that exceed what the insurer would pay absent enrollee cost sharing after accounting for rebates.

Requires pharmacy benefit managers to annually certify to the State Board of Pharmacy that insurers made available to enrollees at the point of sale at least a majority (more than 50%) of rebates received during the prior benefit year.

Mandates the State Board of Pharmacy to notify the Commissioner of Insurance and publicly list on its website any health benefit plans or pharmacy benefit managers that fail to comply with these requirements.

Protects actual rebate amounts on a product-specific or manufacturer-specific basis as trade secrets and prohibits their disclosure by pharmacy benefit managers or downstream third parties.

Takes effect July 1, 2019.
