Creates Section 63-7-214 to authorize local governing authorities to regulate standup electric scooters' operation and parking, provided regulations are no more restrictive than those applied to bicycles.

Establishes operation requirements including maximum speed of 20 miles per hour, prohibition on sidewalk operation except to access adjacent property, and operation on bicycle paths or roadways similar to bicycles.

Sets parking requirements including Americans with Disabilities Act compliance, prohibition on blocking pedestrian clear zones or emergency facilities, and allowance for local authorities to designate parking areas based on environmental, traffic, and equity analysis.

Permits local licensing of scooter rental companies with minimum fleet sizes of 1 scooter per 100 residents or 500 scooters (whichever is greater), 24-hour customer support, ADA-compliant interfaces, and bond/insurance up to $2,000,000.

Amends multiple Mississippi Code sections to exclude standup electric scooters from motor vehicle definitions and establish lighting and brake equipment standards for scooters.
