Creates a grant program administered by the Department of Public Safety to assist municipalities with populations of 5,000 or fewer in acquiring and installing security cameras and monitoring equipment.

Establishes the "Small Municipalities Security Cameras and Equipment Fund" in the state treasury to hold grant funds, with unexpended amounts carrying over annually and investment earnings deposited to the fund.

Limits individual grants to a maximum of 75% of project costs, with a $30,000 annual cap per municipality.

Authorizes the issuance of up to $5,000,000 in state general obligation bonds to fund the grant program, with all bonds required to be issued by July 1, 2023.

Bonds are backed by the full faith and credit of the state and are exempt from Mississippi state taxation; principal and interest mature within 25 years.
