Changes the requirement that Department of Marine Resources Enforcement Officers' Reserve Unit members serve without pay to allow them to serve without pay at the discretion of the executive director.

Removes the prohibition against reserve members simultaneously serving as members of police, auxiliary police, civil defense, or private security agencies.

Authorizes enforcement officers to protect critical infrastructures related to homeland security threats.

Transfers operational control of the reserve from the executive director to the Chief of Marine Patrol or designee, with the Chief preparing the reserve officer's manual.

Takes effect July 1, 2019.
