Allows the Governor to authorize the Department of Marine Resources to use unmarked vehicles for law enforcement when the Executive Director requests them in writing and identifying marks would hinder official investigations.

Adds the Executive Director of the Mississippi Department of Marine Resources to the list of officials who may request unmarked vehicle authorization from the Governor.

Requires written requests for unmarked vehicles to include the manufacturer's serial number, state inventory number, and explanation of why the vehicle should be exempt from marking requirements.

Requires the Governor to provide the State Department of Audit with a copy of written authority for unmarked vehicles, and establishes procedures for reporting and compliance violations.

Takes effect July 1, 2019.
