Adds two new license fee categories for vessels engaged in off-bottom oyster aquaculture operations: $50.00 for in-state vessels and $100.00 for out-of-state vessels.

Requires captains of commercial vessels used for off-bottom oyster aquaculture to purchase a "captain license - oyster" for a fee not to exceed $10.00, consistent with existing requirements for tonging and dredging operations.

Makes technical corrections to existing oyster licensing language by replacing "utilized" with "used" throughout the statute and updating punctuation.

Takes effect July 1, 2019.
